I saw a tv show on the ship. They decided to do something specific with some of the metal because the market was low and it was just trickling out and not really going to anything specific. So they used it as the specific materials for just the prow section of the ship.

That's actually not all that expensive or even extra work: They merely replaced the 'random recycled steel' with 'specific recycled steel' when creating the steel plates that a module of the ship was made with. Since ships are already made with large modules welded together, it wasn't even something they had to go out of their way to do.
